Community Forest Association Development & Financing Cycle Framework Launched

By Michael Muratha

A new framework to guide mobilizing of resources for Community Forest Association has been launched. The framework dubbed Community Forest Association Development and Financing Cycle (CDFC) was recently launched in a colourful ceremony at the Utalii hotel. The launch ceremony was graced by various dignitaries including; the Chief Conservator of Forests Emilio Mugo, Chief Executive Officer, Water Sector Trust Fund (WSTF), Ismail Shaiye, Project Co-ordinator, Upper Tana Natural Resources Management Project (UTNRMP), Muthoni Livingstone among other government officials. The initiative which will be spearheaded by the three institutions is mainly aimed at supporting CFAs implement their Participatory Forest Management Plans (PFMP).
In the pilot phase CFAs have so far received a total of Ksh. 56,000,000 since 2015 to date. Most significantly, the CDFC will be instrumental in providing a growth path for CFAs starting with group formation all through to maturity in the implementation of participatory forest management and related activities. It is expected that CFAs that will be supported will be able to grow and eventually be weaned off from depending on forest resources when they reach the fourth level which is maturity stage.
Speaking during the launch of the framework, Chief Conservator of Forests Emilio Mugo noted that the initiative will go a long way in supporting the national efforts of implementing Sustainable Forest Management and attainance of the national target as per our constitution of 10% forest cover. He further added that the framework will, in addition, support the efforts of capacity building and improvement of governance for CFAs, facilitate mobilization of funds for implementation of the projects and activities outlined in PFMPs and assist in focusing the work of CFAs.
The framework is anchored on the Forest Conservation and Management Act of 2016 and the subsidiary regulations which lay emphasis on the need for partnerships, community participation and collaboration with relevant stakeholders with the aim of sustainably managing public and community forests.
